CentOS: Missing openstack-rally-plugins package

Currently all plugin implementation and job definition for OpenStack environment is not included by the base openstack-rally package and these are provided by the separate plugin package.
We should install the plugin package as well so that rally jobs for OpenStack environment can be executed.

Note at the time of writing, the plugin packae is not available in Ubuntu and Debian.

    CentOS: Install openstack plugin package

    Currently plugins and jobs for OpenStack environment are not included
    by the base rally package but these are provided by the independent
    plugin package. This change ensures the plugin package is installed.

    Note that the plugin package is not available in Ubuntu/Debian now so
    the package is still missing in these distributions.
