Bug Description
The qdr_user provider operates on the qdrouterd.sasldb file via saslpasswd command. Resulting permissions on the db file prevent qdrouterd service from access.

Fix permissions on qdrouterd.sasldb
The saslpasswd2 is used to create users for the qdrouterd server. The
qdr_user provider needs to ensure permissions are correctly set for
the qdrouterd service to access the user data base during operation
(qdrouterd.
