scaleup default retries is barely sufficient

Bug Description

When we scaleup nodes we currently have 10 retries with 20 seconds in-between sleeps.
This is often not sufficient when scaling up certain environments.

Let's bump up the defaults significantly to cater for this situation.

    Increase the scaleup/startup tries

    Currently we're using 10 tries + 20 seconds sleep. This has been
    observed as insufficient in a number of environments.
    Let's bump up the defaults to something that will cover most situations.
