Bug Description

As mentioned at https://access.redhat.com/documentation/en-US/Red_Hat_Enterprise_Linux/6/html/Configuring_the_Red_Hat_High_Availability_Add-On_with_Pacemaker/ch-overview-HAAR.html from update 6 also EL6 systems are using `pcs` as in EL7.
I have provided a patch on Github (https://github.com/openstack/puppet-pacemaker/pull/2) but it was closed and I was pointed to the Openstack development process. I will commit the patch to the puppet-pacemaker repository.
