ovn-controller probe interval is not configurable and can cause troubles at scale

Bug Description

When a system is heavily loaded, ovn-controller can take longer than 5 seconds (default probe interval) to reprocess all the flows. In this case, it'll reconnect to Southbound database and will reprocess all flows causing a snowball effect.

We should make this configurable and default to a higher value (30 seconds should be ok).
