Make the module available on the Puppet forge

Bug Description

Hello,

We are currently refactoring our internal Puppet modules to make use of the ones provided by OpenStack.
During this process we decided to use the openstack/glance module from the Puppet forge.
This module has a dependency on openstack/oslo [0], so we added both "openstack/glance" and "openstack/oslo" in our Puppetfile (then deployed with r10k).

Unfortunately the openstack/oslo Puppet module is not hosted on the Puppet forge so the Puppet run yielded an error.
As a temporary solution we set in our Puppetfile to track openstack/oslo from the github repository [1] and it is working.

Since several OpenStack Puppet modules are available on the Puppet forge, I think people expect openstack/oslo to be there also.
Do you think you can make the oslo module available on the Puppet forge?
