openstacklib::openstackclient wrong package name

The package name in openstacklib::openstackclient is hardcoded to python-openstackclient which fails on RedHat based and Debian (which uses python3).

Not a bug, the patch https://review.openstack.org/#/c/563775/ can be changed to fix Debian python3 support though.
