read auth parameters from component config file

The openstack command line team seems unlikely to add support for this. The next best thing would be to add support for this in the openstack provider. The provider would read from the given config file and optional section and convert the parameters to the corresponding --os- openstack command line options.

@mfisch - no - afaik, this was never done. You would have to implement a an oslo-config type ini parser in ruby, and hook that in with the openstack provider.

This was earlier implemented in multiple modules but we later decided to use clouds.yaml to deal with the upcoming change to limit permissions added to the service users.
