Puppet modules should have an ability to set use_stderr parameter

Bug Description

Currently there's no ability to set use_stderr parameter for all Puppet modules. Upstart normally logs all output from stderr of its jobs to the corresponding log files. So if logging is additionally set up for the component, it will be useful to disable this variable to avoid logs duplication.
