nova boot from image based volume fails when glance and cinder are on different hosts

Bug Description

When using openstack-puppet to deploy a multi-node openstack cluster, if glance and cinder are on different nodes, booting from a volume that is based on a glance image fails. This is due to the fact that glance_api in cinder.conf is not configurable through openstack-puppet, which results in cinder being deployed with glance-api configured to 127.0.0.1 by default.

    Add configuration for glance-api used by cinder.

    Adding configuration for glance-api used by cinder. This is necessary
    in multi-node installations to allow nova boot from an image based
    volume to work properly. Glance-api for cinder is currently being set
    to 127.0.0.1 by default.
