Fails to install rake via bundle in puppet-openstack-unit-5.5-centos-7 job

Currently we see the following error in puppet-openstack-unit-5.5-centos-7 job, which makes the job fail.

I see that the installation succeeded when gem tried to install rake 12.3.3 , so it seems that required version of ruby has bumped in rake 13.0.0 .

I just moved this bug from puppet-nova to puppet-openstack-spec-helper, because the problem exists in spec-helper.

Alex proposed the fix for it [1].
