c9s: flexiblas-3.0.4-7 breaks integration job

There is an issue[1] with the latest flexibilas package in CentOS9 Stream, and some db-sync commands are failing with the following error.

    Exclude known bad build of flexiblas in CS9

    As reported in [1] flexiblas-3.0.4-7 is bad and it's making all p-o-i
    jobs to fail.

    This patch is excluding this build from dnf configuration.
