beaker jobs in stable/ussuri are failing because of broken idemponency

Currently beaker jobs in stable/ussuri branch always fails.
It seems that the failure is caused by broken idempotency, and the second changes selinux context of some files under /etc/httpd

2021-06-18 07:23:49.236421 | centos-8 | Notice: /Stage[main]/Apache::Mod::Mime/File[mime.conf]/seltype: seltype changed 'etc_t' to 'httpd_config_t'.

The same issue with integration tests was fixed by the following patch, and we should implement the same for litmus/beaker jobs.

    Ussuri-only: Make beaker job non-voting

    Beaker jobs in stable/ussuri are currently broken and are blocking
    backports. Let's make these jobs non-voting until we fix the issue.

    Ussuri-only: Make libraries beaker job non-voting

    We've already made beaker job non-voting in stable/ussuri by [1].

    This change follows that and makes the remaining beaker job for
    libraries non-voting to unblock CI.
