[stable/victoria] puppet-openstack-litmus-centos-8 fails because of conflict with gcc

Bug Description

Currently puppet-openstack-litmus-centos-8 keeps failing in stable/victoria.

Example:

Looking at the error, installing gcc fails because of the following conflict in packages.

Depsolve Error occured:
 Problem: cannot install both gcc-8.3.1-5.1.el8.x86_64 and gcc-8.4.1-1.el8.x86_64
  - package gcc-c++-8.3.1-5.1.el8.x86_64 requires gcc = 8.3.1-5.1.el8, but none of the providers can be installed
  - cannot install the best candidate for the job
  - conflicting requests

The failures is not observed with CentOS8 Stream so something specific to CentOS is causing the problem. Also, this would mean that older branches like Ussuri and Train would be affected.

We no longer observe this issue now, so I'll close this bug as invalid.
