CentOS 9: advanced virt repository no longer exists

Bug Description

Since CentOS 9, the advanced-virt repository no longer exists and all virt packages are provided by the base repository.
However currently openstack_extras::repo::redhat::redhat tries to enable the repo regardless of the major version.
