Bug Description

Octavia uses 'bind_host' and 'bind_port' settings to determine what address and port the API should listen to. It also exposes a 'host' setting [1] that really represents the hostname of the server, and using an IP address there causes octavia-worker to fail due to incorrect configuration [2].
