octavia::db parameter missing in parent

::octavia is including ::octavia::db without any possibility to configure the database_* settings.

Well, I see two possibilities

1. Add something like "manage_octavia_db" to enable/disable the "include octavia::db"
2. Add all params of "octavia::db" to ::octavia

I will submit a short patch for (1), but would also submit a suitable patch for (2) if someone prefers this solution.

    Move db include from ::octavia to ::octavia::api

    The database configuration for octavia isn't required by all services so
    moving it out of ::octavia and into ::octavia::api.
