Bug Description

The cell_type config item in nova.conf should go in the [cells] section. The cells class is currently putting it in the [DEFAULT] section.

I'd like to try my hand at submitting a review for this. But I don't see the config-reference in the OpenStack manuals project anymore. Can someone point me in the right direction on this? Is this actually an updated needed within nova? Thanks.
