[DEFAULT] enable_new_services should be set in nova-compute

Bug Description

Currently the enable_new_services parameter is supported by the conductor class.

However this parameter is used by nova-compute thus it should be managed by the compute class instead.

It turned out nova-conductor uses the option.

There is a bug reported earlier but it was not fixed (because the existing behavior has been kept for some time)
