virt*d_config resources should notify virt*d services

Bug Description

Currently virt*d_config resources (eg. virtlogd_config) does not notify the virt*d services (eg virtlogd), and any change in configuration files are not applied to actual running services.

    Fix missing notifications about virt*d services

    This change fixes the missing notifications between virt*d_config and
    virt*d services, so that individual service is restarted when its
    configuration file is updated.

    This change also refactors how resource dependencies are managed, using
    the existing anchors.
