NovaVcpuPinSet puts vcpu_pin_set under [compute] instead of [DEFAULT]

Bug Description
Description of problem:
Doing a standalone deploy, I defined:
NovaVcpuPinSet: ['6-7']
This resulted in nova.conf being populated with:
[compute]
...
vcpu_pin_set=6-7
This has no effect, because it should be populated under [DEFAULT]. I manually moved it to [DEFAULT], restarted nova-compute, and it started working as expected.
