Unable to configure snapshot_image_format

Bug Description

There is no code currently for configuring this parameter in /etc/nova/nova.conf

I plan to add this shortly.

Adds snapshot_image_format configuration

    Some filesystems deal better with snapshots in a particular
    format to handle deduplication and cloning. This adds support
    for configuring this.
