The virsh secret-define --file secret.xml convert the uuid to lowercase.
This breaks the exec 'get-or-set virsh secret' unless condition, and it applies it forever if the nova::compute::rbd $libvirt_rbd_secret_uuid parameter is uppercase. i.e. 8D1F7CE2-EC5E-44C7-86BB-51BB951D05DD
