Ubuntu Xenial is not supported by the current stable/mitaka branch

Bug Description

It is not possible to use with Ubuntu Xenial the current stable/mitaka branch.

* $special_service_provider = 'upstart' breaks in Xenial
* current libvirtd_opts don't work in Xenial
