cell_v2 transport_url is not updated when rabbitmq is scaled up

Bug Description
In a HA deployment the rabbitmq connection string includes multiple servers. This connection string in written to the nova-api database as the transport_url for the default cell_v2 cell during install/upgrade.
The transport_url is not currently updated whenever the rabbitmq servers are scaled up or scaled down. This could result in a cell with a transport url the contains an incomplete list of rabbitmq servers, or a list of obsolete servers.
