nova-api services not refreshed properly

When changes is done to nova it only refreshes the nova-api service that is running the metadata api and not the httpd/apache2 service that is running the actual nova-api service.

It needs to refresh both nova-api (for the metadata api) and the httpd/apache2 service (for the actual nova-api).

    Notify nova-api running under apache on changes

    When running nova metadata api with eventlet and
    nova compute api under apache wsgi config changes only
    refreshes the nova-api eventlet process and not apache.

    This forces a refresh of apache on nova::service::begin
    anchor notifications.

This issue was fixed in the openstack/puppet-nova 13.3.0 release.
