ceph rbd secret should have a dependency on libvirtd running

Currently in the nova::compute::rbd class, configuration of the virsh secret for rbd is in the "nova::config" phase, which comes before any of the service management.

The problem is that the virsh commands run to set up the secret need to have libvirtd running. If you're also relying on Puppet to start the service, then the virsh secret commands will fail because libvirtd is not yet running.
