Remove use of nova::generic_service

People are the design session at the OpenStack Summit in Paris reported issues with the use of nova::generic_service when it came to implementing HA support. They suggested removing the use of nova::generic_service.

Furthermore, other modules for OpenStack aren't using such construct. We should remove it to promote consistency across our modules.

There has been talk about using the generic service construct in the swift module to more easily allow for replicated vs. non-replicated network configuration.

I think we should re-evaluate this in that light, as well as with any additional input from the Vancouver summit.
