dhcp-agent: Default resync_interval is outdated

Default value of [DEFAULT] resync_interval in dhcp_agent.ini was updated from 30 to 5 a long ago[1].

However the neutron::agent::dhcp class still hard-codes the old default value and the change in neutron is not effective.

    dhcp-agent: Remove outdated default of resync_interval

    Default value of resync_interval in Neutron was changed from 30 to 5
    a long ago[1]. This change removes the outdated default definition in
    puppet-neutron so that the new default is effectively used.
