Update VPP ML2 and Agent parameters

The latest release of networking-vpp requires the following configs:
- For ML2 driver, we need to configure L3 vpp-routing hosts
- For VPP agent, we need to configure type_drivers and serivce_plugins

type_drivers and service_plguins are already supported by different classes.
 - neutron::plugins::ml2::type_drivers
 - neutron::service_plugins

It seems this bug can be closed if we add support for the l3_hosts parameter ?

    networking-vpp: Support l3 parameters

    This change introduces support for the following two parameters of
    the vpp plugin, so that users can customize L3 feature of the plugin.
     [ml2_vpp] l3_hosts
     [ml2_vpp] enable_l3_ha
