Add availability zone support

Mitaka introduced support for availability zones in neutron:

It does not appear as if this feature can be used with puppet-neutron in its current form. It would be great if it could.

On first glance, it appears to me that the releavant settings that cannot be configured are:

- availability_zone (l3_agent.ini, dhcp_agent.ini)
- default_availability_zones (neutron.conf)
- network_scheduler_driver (neutron.conf)
- dhcp_load_type (neutron.conf)

Another thing: the «neutron_network» and «neutron_router» type lack the "availability_zone_hints" property.
