Bug Description

The change Ic170d932df53bb1d7bd3b0eda116ad36d0b929c6[0] introduced a regression for people using debian based packages. The ovs agent looks for configuration items in ml2_conf.ini in the debian neutron-common[1] package while it has been changed for Ubuntu based packages.

Actually it seems that this should also be addressed upstream in the debian packages to align them correctly. The ml2_conf.ini configuration for ovs agent doesn't seem to be correct
