Bug Description

The recent update to the neutron provider from https://review.openstack.org/#/c/238156/ is broken.

json is not a format available to the python-neutronclient.

This happens with the kilo version of the client, but does not fail for liberty.

The patch is in master and not in stable/kilo. We do not support the usage of Kilo in master, so the bug is invalid.
