nova region shouldn't be set by default

in the metadata config and notification config the nova region defaults to RegionOne. There isn't any need to specify this config option and so the default in puppet should be undef. If people have multiple regions then it makes sense to set it.

    Don't specify a nova region by default

    The nova region config option isn't required and doesn't need
    to be set when using one region. Remove the default of 'RegionOne'
    and don't specify the option at all by default.
