Bug Description

Even though there is no metadata_agent_package for RedHat the value should be defined so that others may be able to rely on it.

What should it be set to? right now all the code is conditional already on it being defined so maybe default it to undef?

Does this need fixing? AFAICT #c1 is correct so it doesn't seem to be a necessary change unless there was some other reason outside of puppet-neutron. Considering this, the age, and the lack of activity I'm marking as Incomplete.
