Bug Description

Currently only puppet-designate and puppet-manila uses 'messaging' as the default value for [oslo_messaging_notifications] driver option, while the others use service default.

To make the behavior consistent, we should use the service default for all modules by default.

    Use the os_service_default fact, which effectively means noop
    notification driver, because it is a more commonly used default.
