name of quota parameters are not updated correctly

Bug Description

The following change updated quota parameters to use the ones in dedicated [quota] section.
https://review.opendev.org/c/openstack/puppet-manila/+/807222

However the change didn't remove 'quota_' prefix from parameter names and because of that some parameters are ineffective.

Fix the wrong [quota] parameters

    The change a37c1416ac7df0ff90020a0c9dbf46b1a3095984 updated quota
    parameters to use the new [quota] section but the change didn't remove
    the 'quota_' prefix from parameters.

This change removes the prefix to fix the ineffective parameters.
