Bug Description

The keystone::resources::service_identity defined resource type has a few _domain parameters but these are not fully functional.

- user_domain is used to define the domain where the user is created but the domain is not honored when creating a role assignment. This causes failure if the same user exists in a different domain

- project_domain has no effect.
