deprecate all usage of admin_token

Bug Description

admin_token usage is deprecated in Keystone as of M. After https://bugs.launchpad.net/puppet-keystone/+bug/1621959 is fixed I dont think the puppet module needs it for anything. Deprecating this however also means changing all the tests and docs.
