Bug Description

Just now the 'disable_admin_token_auth' class disables admin_token_auth middleware in public/admin/v3 pipelines.
It should also handle admin_token in keystone.config.

I confirm there is a bug, which is not critical though, since the middleware is actually disabled.
So yes, you can read the admin_token in keystone.conf, but you won't be able to use it.
