related to #1522541

If /root/openrc has OS_AUTH_URL='http://127.0.0.1:5000/v2.0/' with a "/" at the end, then the kestone_user resource fails. It tries to query "http://127.0.0.1:5000/v2.0/v3" for testing the user password.

This is only true for release "6.1.0", neither "6.0.0" is affected, nor "7.0.0".

    keystone_user fails if auth_url ends with '/' in Openrc

    Having /root/openrc with
    OS_AUTH_URL='http://127.0.0.1:5000/v2.0/' (notice the "/" at the end)
    makes keystone_user password verification fails.
