WSGI script path is updated in Liberty

Bug Description

During Liberty cycle, Keystone team updated [1] WSGI script path.
RDO packaging already updated the path in the package [2].

We need to update puppet-keystone for RDO now, and Ubuntu later when they'll use the new file.

I'm restoring /usr/share/keystone/keystone.wsgi in RDO openstack-keystone package until we figure out migration and SELinux/permission implications of moving WSGI scripts to bindir: https://review.gerrithub.io/246222

Changing priority to 'medium' because packaging has reverted some changes to be backward compatible and keep the file until we change it in Puppet.
