Wrong permissions of inspector.conf

Bug Description

On CentOS 7.3 with default configuration after installing ironic-inspector using Puppet module, permissions for the file /etc/ironic-inspector/inspector.conf are root:root what causes problems while inspector service is not run as root. Permissions should be changed preferably to ironic-inspector:ironic-inspector

    Change owner of inspector.conf to ironic-inspector

    By default permissions of inspector.conf are root:root what does
    not work when service is run as ironic-inspector user. This patch
    changes ownership to ironic-inspector:ironic-inspector
