Bug Description

Currently horizon::wsgi::apache deletes 'openstack-dashboard.conf' and uses '15-horizon_(ssl_)vhost.conf' config(s). This creates a problem when Horizon package is updated and openstack-dashboard.conf file is recreated (httpd fails to start due to configuration duplicates).

Original config file should not be deleted but only cleaned, so that it is not recreated during package update.

    Just clean original config
