SSL vhost is configured even when listen_ssl is false

Bug Description

Currently the horizon::wsgi::apache class always configures non-ssl vhost and ssl vhost.

However the class provides the listen_ssl option which controls whether the ssl endpoint should be enabled, and the ssl vhost should not be configured when the parameter is false.

It turned out we define the ensure parameter to purge the vhost when ssl is disabled... sorry for the noise ...
