puppet-horizon-tripleo-standalone repeatedly fails

Currently the puppet-horizon-tripleo-standalone job repeatedly fails because of the failure in tempest job.

This is currently a blocker of puppet-horizon gate so regarded as a Critical issue atm.

I think https://review.opendev.org/c/openstack/puppet-horizon/+/777882 would fix it as the horizon dashboard tests have been moved to tempest core.

I see that tripleo job now succeeds with your patch.

I'll change the associated component because the problem resides in zull job definition of puppet-horizon.

This issue was fixed in the openstack/puppet-horizon 18.3.0 release.
