Bug Description

This commit:
https://github.com/openstack/puppet-horizon/commit/b5139808e355cd536e068bb58e014d8114d26c4a
made the path to static assets dependent on what's in `horizon::params::static_path` but for some applications (like providing a custom theme) it may be useful to have a full control over the path thorough a local variable in `horizon::wsgi::apache`.
