horizon::wsgi::apache root_url should be configurable

Bug Description

root_url parameter, in horizon::wsgi::apache class, https://github.com/openstack/puppet-horizon/blob/8.0.0/manifests/wsgi/apache.pp#L101 is taking the value from internal parameter set.

Other params, like listen_ssl, can be configured from outside.

root_url parameter should be configurable too

Apparently is already added in master branch https://github.com/openstack/puppet-horizon/blob/master/manifests/init.pp#L457, so I guess we can close this bug report
