HEAT CFn installation fails with Invalid parameter admin_address

When I set the CONFIG_HEAT_CFN_INSTALL to y packstack fails with:

 ERROR : Error appeared during Puppet run: 192.168.1.15_heatcnf.pp

I tried to reproduce it on master:
