Bug Description

The rabbitmq server settings are put in the [oslo_messaging_rabbit] config part of the config file.
Heat actually looks at [default]
Result is heat connecting to localhost.

Tested with ubuntu 14.04, cloud archive and OpenStack Kilo

We no longer support Kilo (or L, M) so I'll close this as won't fix. Please reopen this in case you hit this issue in recent releases like train.
